Chief Compliance Officer

Tim Maher is a trusted business advisor and has provided legal counsel, regulatory and compliance advice, and administration for listed derivatives exchanges and clearing houses since 1989.

Tim has served as the Chief Compliance Officer for CME Clearing, a systemically important central counterparty, since 2011. In this role, he completed the CME Clearing Annual Compliance Report annually, oversaw the annual completion of the CME Clearing Recovery and Wind-Down Plans, and managed the yearly Title VIII regulatory compliance examinations conducted by the Commodity Futures Trading Commission, Board of Governors of the Federal Reserve Bank, and Securities Exchange Commission. Mr. Maher consistently improved CME Clearing’s compliance / regulatory programs and examination performance, both process and total examination findings.

Maher brings global experience, responsible for CME Clearing’s compliance in ten foreign jurisdictions by meeting all regulatory requests for periodic and ad hoc information. Maher also led the project to achieve regulatory status for CME Clearing Europe in the United States and the United Kingdom.

Tim was responsible for managing a $1M budget for the annual completion of third-party validations of CME Clearing’s margin models. This role included selecting vendors via RFP process, drafting consulting service agreements and service work orders. He has also served as technology counsel in drafting software development agreements for electronic trading systems for derivatives transactions, high-frequency trading models, proprietary trading agreements, and trading room telephone systems. In addition, he has successfully negotiated the provision of clearing and settlement services to new and existing derivatives exchanges in the power, chemical, and energy markets.

As a leader of a five-person compliance team and member of the CME Clearing Management Team, he provided leadership and legal/regulatory counsel to the leaders of CME Clearing and the Clearing House Risk Committees.

A lifelong learner, Mr. Maher attended Loyola Academy in Wilmette, IL. At Xavier University in Cincinnati, OH he served as President and Captain of the Rugby Team while earning a B.A. in History with a Business Minor. While earning a J.D. at John Marshall Law School, Mr. Maher worked at the Chicago Board of Trade for the Iowa Grain Company. After joining the Board of Trade Legal Department, Mr. Maher earned an M.B.A from the University of Chicago Booth School of Business in 1998. Tim is admitted to the Illinois Bar.
